I think that as long as Tai doesn't know about Mercer working for Imum in the past, they could get along decently enough. I'm sure Tai has a job or two for him, too.
On the other hand maybe tai and mercer have had run ins before or soething (maybe he was involved in the destruction on Tai's hometown??) and tai absolutely hates his guts and wants to just ruin his entire life

as you said, they could really go either way as friends/enemies so i was thinking… how about basically both? LIKE, they might be acquaintances who do a few republic/whatever-related jobs together, and mercer has a soft spot for ghost pokemon so they can bond over that, and become fairly friendly. honestly, taishu is probably one of the most genuine and compassionate people mercer's met so i can definitely see him valuing him a lot.
taishu might start putting some of the pieces together in regards to just how much pain mercer caused and idk… starts to resent him, if not outright hate him (i guess it depends on how much he'd know? mercer's fairly guarded in regards to specifics though so idk). that'll force mercer to actually act like a normal human being for once and face the consequences of his actions. taishu might still want to wreck him, or might learn of his messed up background and hate him a little less, etc? up to you! either way, character development <3
ANYWAY, that got long but i just love them… and i love angst, okay……
(not really related, but i found it ironic that taishu is so in-tune with memories, whereas mercer's recollection of past events is fragmented at best because he's honestly like 90% dissociating 100% of the time.)
i'll… try to think of something better when i wake up (so pls excuse me if it doesn't make sense omg, i'll harass you in the cbox or on discord later or something >>) but my instinct is to say something like… maybe shortly after team imum's fall, mercer's hiding out in old veherna and basically intending to get rid of a bunch of pokemon that'll implicate him in some crimes/have bad memories attached to them and is trying to decide between killing them tbh gently disposing of them and… just abandoning them with the seers, which is when taishu comes across him and is like ?? …that was meant to be just an idea that got overly complicated, but maybe we need a flashback thread now too! qq
alternatively much simpler… they met semi-recently because… important republic business since mercer's probably one of the major gatherers of intel and i think the seers deal with some sensitive stuff relating to the faction, right? oops i should read up more maybe?

How about both, though? Maybe that's when they first meet. Maybe Mercer realizes Tai and co have made a little place there (at that point it may just be him and his pokemon. Maybe one other person depending on how soon after Imum's fall) and just basically ditches his pokemon on them? Ditching on them would also provide a way for Tai to find out the shit that Mercer did since he can see the memories of creatures and objects if there is skin contact. He wears gloves and long clothes like 99.999% of the time though so it's not like it's something he'd immediately figure out. Then maybe Mercer just leaves and they don't meet again until idk Tai needs info. When he's not taking out dangerous members like mercer of the republic so they stop looking like assholes who just want to fight and cause chaos, he's taking out dangerous members of the other groups or at least keeping tabs on them. Maybe they work together on that???? I-I'm still trying to figure out what all Tai does for the republic (cries) RN assassinations just seems like a Good Idea??????
…you know what, i knew about the touch/memories thing and forgot, oops. actually that might make it easier, if like… mercer leaves one or two of the pokemon he got semi-recently from a skirmish so they're mostly confused and are looking for their real owners and not sure who mercer really is etc. so what taishu could take away from it is that Something Ambiguous But Very Bad Happened and mercer was involved. that'd prob make it easier to plot the dubious ~frenemies~ thing?? i love everything though omg!

No really tbqh, and feel free to correct me if I'm wrong after all is said and done, but I actually feel like Mercer would be, in some light, a good influence on Faiz, without even trying and just by being himself. With Mercer being ex-Imum, I'm assuming he's all for pokemon liberation against "corrupt" trainers, and I'd say Faiz is a perfect example of someone in need of liberation. Despite being a gijinka, he acts a lot like a pokemon more than a person, and has basically been a tool all his life. Even worse is, he thinks that's normal. If you think it's right up Mercer's alley, I'd love to see him slap some sense into his doormat self and tell him he's his own person (and hey, if it works out, you get a fellow criminal and poison dealer on your side wth).
Or maybe Mercer'd just wanna use him, too, since he's one of few who don't have a problem with or won't judge him for his wanton murder and more murder. idk dude, it's your call.
Considering it would be difficult to figure out his gijinka status from the get-go, the two would probably start off on the wrong foot, with Mercer thinking he's just another despicable trainer who abuses pokemon. I haven't considered how they could go about meeting, but Faiz is pretty new to the region, so there are plenty of ways to get lost in the underworld and stumble across one another's paths, I'll bet. Maybe we could Faiz doing Rocket things with a NPC, Mercer attacks them both 'cos wynaut, and after seeing the way Faiz gets treated, he could pry into it and things hit off from there?

surprisingly, mercer is completely unbothered by the abuse of pokemon because well... he's not as bad as he used to be (mostly) but he's nothing if not cruel towards his own on occasion. honestly mercer is completely ignorant about gijinka issues at best, and at worst sees them as glorified tools. so he'll probably like faiz more if he first got to know him as just another human first and foremost c':
their age gap isn't that large, but i think mercer might recognise a bit of himself in faiz - he also spent a lot of his earlier years basically blindly following orders, so that'd both aggravate him and also make him pity faiz in equal measure. ("poor fool smh, how blind do you have to be to be used like that?" etc etc). he just fundamentally doesn't understand that passive mindset so he would absolutely take it on himself to push faiz out of that by force. probably in not the nicest of ways, but it's for the greater good, right??
i think they could start off basically doing sketchy criminal things together, and then maybe mercer starts putting together the pieces and the nature/dynamic of their relationship shifts with that? as for how they meet... hm, mercer might hear through his ~siqq underground connections~ that there is a new pro pokemon smuggler in town, and decides he wants to meet them and basically poses as a potential client/buyer? something like that??
