So um, considering James's status as a Parallax devotee and an important figure in general, I'm positive Faiz would want to become one of his besties so he can keep an eye on new developments for Team Rocket. So in that light, fake friends are a high possibility, though whether it's a one-sided thing depends on how well they can mesh together personality-wise. Even if he wants to get on James's good side, Faiz is definitely not a suck-up, so you don't have to worry about that at least, and he'd be open to listen/deal with his assery. Maybe his awkward/sheltered reclusion paves a good road for James to tease him all the time as well.
On the other side of the spectrum, it's probably no secret that Team Rocket has a penchant for stealing from Silph Co., and I'm sure Faiz has partaken in some heists every now and then, not that that's saying much if James wouldn't know of his allegiance. But I wanted to throw a related idea out here and see if you're interested!
Long story short, Faiz has a prosthetic arm and leg, as well as an eyepatch that functions similar to devices like the pokegear/poketch/etc. These were forced onto him by Team Rocket, so he had no direct role in it, but what if parts were frankenstein'd together from stolen Silph tech? If, through divine intervention, he happened to see these, maybe James might be able to recognize some of it? And sure, it's not unusual to see stuff from his company being used, but I'd assume he'd find it sketchy to see it being used for something they didn't develop, and lo and behold, potentially leads to discovering Faiz as a Rocket member.
What happens after that just depends on how you/he'd feel towards the situation. Could try to blackmail him about it (and get yourself a free errand boy), or even give that snooty, "this is awful, I can make it better," try to convert him to his side, so on and so forth.

ABOUTIf Faiz carries even the smallest fragment of sentiment, then it would be for this Doublade, although its significance is not anything someone would praise him for. His first "capture" as a poacher, Doublade was raised by him since birth, and Faiz is rarely ever without him by his side(...s, sheathed).
This combined with his shiny coloration, it would be no understatement to say he is the seviper's tail, so be wary of its crimson edge, oft coated with poison during battles. It is alarmingly not uncommon to see Faiz physically wield his bladed companion to fight, having trained him to behave atypical to his fellow species.
He never moves unless told to, making it hard for others to distinguish or notice him apart from an ordinary sword or inanimate object.
ABOUTTraveling with Faiz since her days as a salandit, this poached salazzle is the next eldest member of his team, yet surprisingly doesn't seem to have been subjected to any of his classical conditioning for whatever reason (most likely because she was already docile and agreeable). A silent observer, she seems to know more about Faiz than he even knows about himself, and in the same manner that a pet resembles its owner's true personality, has become that window.
Quiet and serene, but curious and romantic, she has the heart of a careful adventurer, not pressured or weighed down by the opinions of others nor the limits of time.
ABOUTSome would say it's probably weird of him to have his own kind as a pocket monster, but he fails to see anything wrong with it, especially since two snakes are deadlier than one.
ABOUTOne of many poached pokemon in his possession, Drifblim is the most problematic one in the current party, often refusing to acknowledge him as her partner, much less trainer. Using her in battles can be somewhat risky, particularly if he doesn't remind her who's keeping her alive right now.
He mainly uses her for travel, but he has a handful of stories he could share about how many "rough landings" and "turbulent flights" he's had to suffer. Which he knows is dumb, considering she can only drift in the wind, but the tenacity is admirable.

Practically polar opposites with their radical alignments, hateship is the definitely the most obvious route for these two, yes! One thing I'd like to bring up is, I noticed Tyson seems to have spent a bit of time in Hoenn - so maybe they've encountered each other in the past? Faiz was very migratory himself, but I don't see why he wouldn't biasedly hang around in his home region more than others.
If you'd rather start perfectly fresh, though! Either ideas also work with me! The latter option, stopping a heist, seems more likely, as with Tyson being a gym leader, I feel like Faiz would at least know of his name (unless the association plasters the leaders' faces all over like celebrities, then all the moreso), and be extremely wary/cautious about getting on his bad side without being given an order or job to. Or he can be completely oblivious to his identity and just go for it, I'm okay with that, too.
Better get a real ladder in here somehow, or he won't be able to climb out of that snake pit doho. Honestly, I feel like Faiz would secretly think Tyson's a p cool guy because dang he is, but "oh he hates me." /sadfaiz If they could somehow become unlikely allies while Tyson tries to unearth himself from the dark side of the moon, that would also be neat! Kind of like when a party starts out divided but gradually bond into an unstoppable team. *^*

ABOUTVeteran member of team rocket, but not by choice, Faiz is a natural-born seviper gijinka who poaches to make a living and, essentially, survive. With learned helplessness as a driving shackle throughout the entirety of his life, he was raised not to value the lives of pokemon, including himself, and has incredibly deep-seated, skewed moral and ethical foundations as a result.
Hailing from Hoenn he recently arrived in Lyeant after traversing the world for various missions and hunts, he claims to be on board with parallax, but is in fact a double agent on behalf of Team Rocket. So naturally, making pleasantries amidst the organization especially is a must for him if he wants to dig for information and continue proving his worth.
On the surface, he may appear as a simple, despicable man come to take advantage of the region's weakened state, but a body well-worn by a war of his own suggests his story is so much more than that, if you're willing to pry open the lid.
FRIENDSHIPSFriends are much needed in his life, but ones who would put forth the effort to understand him and decide to stick around are a mythical find considering he's spent twenty-five years without any. The most positive relationships he's fostered have merely been for business, or fake and abusive friendships of people using him.
But even with his social naiveté, he isn't completely unapproachable, nor is he constantly focused on stealing pokemon or committing crimes. Looking past his harrowing faults, one might be able to catch on that beneath the stoic layer he's childlike and innocent by nature. With proper care and guidance, it's perfectly possible to steer him onto a better path in life, though in doing so one would have to turn the world as he knows it upside-down.
(I'm actually still trying to gauge his personality outside of work, furgive this for not having much insight. Just imagine snek memes. Sure that works).
HATESHIPSUndoubtedly, hatred towards him runs rampant from his activities alone (if witnessed). While his list of enemies piles high, Faiz personally doesn't harbor much hatred towards people. Unless you're a zangoose. Then be you a gijinka or a pokemon, he will make attempts at your life whether you like it or not, and his track record is not something to take lightly.
Perhaps you've had or have a pokemon stolen by him (or need one stolen ( ͡° ͜ʖ ͡°))? Or you tried to stop his poaching while catching him in the act? While not obvious, as a member of Team Rocket, there are plenty of other dealings related to the underground world and black markets outside of poaching that would merit some spite.
To many acquaintances, he most likely comes off as a miscreant driven by greed for money, having no qualms about taking the lives of pokemon (or people, though that's a rare case), although it may be interesting (or "hypocritical") to find that he prefers to avoid battling as much as possible.
He may not seem like it, but he does have certain standards and principles to follow, even if they seem low to other people. Be warned that despite this, he is unafraid to compromise them in order to succeed.

Also fluff, but I don't get that often. For a little inspiration, here are a couple of possible wanted ads should anyone be interested in making a character (or have a character) that fits these criteria.

The poacher who started it all by abducting Faiz from his biological parents, and leading him down the road that haunts him to this day. They abandoned and left Faiz to die when a hunt went incorrigibly awry, and somehow has never been seen or heard from since (not by Faiz, at least).
black-winged angels On the note of accidents, Faiz was saved from certain death by a small group of wandering Rocket grunts/elites who happened across the scene. Anyone interested is welcome to play one of these saviors, but the one I'm particularly highlighting would be the doctor who gave him his prosthetics and/or his current doctor who helps maintain and repair them.
prepare for trouble It's highly doubtful that Faiz would be sent for reconnaissance on his own, and considering the way he works, entirely likely he would have a "trainer" or "master" of sorts telling him what to do, much like his missing guardian. But fellow members in general could be interesting addendum to plots and development as well (especially if he defects)!
finding redemption Depending on how his interactions and development plays out, Faiz could break free from the chains keeping him from being his own person. However, he's in massive debt towards Team Rocket with no palpable way or means of paying it off, meaning even if he gains his own consciousness and realizes his wants, cutting ties with the criminal world he's so steeped in won't be an easy endeavor, and one that he can't achieve, much less start, by himself. And even should he succeed, what becomes of him in the aftermath? All his years of accumulating enemies and committing crimes must surely be answered to before the Association...
With few words and conniving thoughts, Faiz is the type whom one could have an eventful night's outing with and yet still be backstabbed by him that following morning. But let it be unknown that he is not completely without loyalties (though blinded they are), and everything he does, he does for the ulterior motives of another rather than himself. With a closed off heart and stunted character, his personal desires and feelings are rarely expressed if at all, leaving his true demeanor more a mystery.
[break][break]Functioning normally in society is no impediment to him as a machine-like hunter when he dons a mask of pleasantry, but at times it can be painfully evident that he lacks proper morals and ethical values, much less the ability to empathize with other people. Despite his open-mindedness, he does not reflect very deeply on his actions or future, which suggests a high amount of naiveté or more accurately, an absence of any will to expand his world, instead being told what to know and do.
[break][break]Though a puppet and product of his upbringing, Faiz is inherently not a bad person, believable or not. Admittedly like many domesticated pokemon and being more pocket monster than man, he just wants to make people happy; the issue is, he wants to make the wrong kind of people happy. While nondescript and somewhat on the passive side of the spectrum, he does seem to take hidden enjoyment in new experiences and adventures, often going with the flow if he can just to see what becomes of it.
[break][break]Responsibility, however, always comes first, and his unfailing devotion would certainly not be a negative thing were it invested in better pastimes. It is exceptionally rare for him to back down or shy away from something out of fear or silly reason, only if the situation was glaringly not in his favor. Actually quite averse to physical conflict and violence, he prefers to settle things through calm reasoning, but many take this more as being a manipulative attempt to snake his way out of a pickle.

As a natural-born seviper gijinka, Faiz never asked to become a Velstadt. And could events have unfolded differently, give him the chance to flourish as his own person, he also would have never wanted to become a poacher.
[break][break]When he was young—not even old enough to walk or talk—he was whisked away by a blackguard who then adopted him as his own for no other reason than personal gain. A tree whose roots are predictable through the apple that came from it, the trainer he grew to call and know as his parent was a rather notorious poacher, and at an early age he was introduced to the same lifestyle, fated if not forced, to follow in their footsteps. Less like a paternal figure and more like a trainer, though the clueless youth could not distinguish the two, he was taught a repertoire of unsavory (albeit useful) skills, accompanied by even less pleasant values—notably the idea that pokemon are simply tools for human use, including himself.
[break][break]By the time he was what humans consider a teenager, he was playing an active part in assisting his surrogate guardian with their crimes. Even then, there was little he knew about them other than the fact that they always seemed driven for money, not out of greed, but an actual need to survive. In lieu of their ignobility, it was hard not to admire the charismatic tenacity they had against life, and he wanted to do his best to help. Supplying poison, distracting trainers while their belts were pilfered, fighting pokemon in the wilds and setting traps to capture them; it was a near-daily routine the boy got into, but not for very long.
[break][break]It occurred as a freak hunting incident against a particularly aggressive target, when a fatal slip-up left Faiz incapacitated and at the mercy of a rampaging pokemon. Rather than come to the rescue, his adoptive parent used the opportunity to abandon the battle and flee, seeing no hope or chance for success. Just as he thought death would soon welcome him, unexpected saviors happened across the skirmish in the form of traveling members from none other than the infamous Team Rocket. Following a bout of strife, they finished the job that the pair could not and interestingly enough, proceeded to save him from certain demise, finding promise in his potential.
[break][break]With limbs crippled or lost in the attack, the comatose gijinka was provided with prosthetic replacements whether or not he wanted them. Upon his painful return to consciousness and revelation that his guardian was nowhere to be found, he was given an exorbitant bill for the cost of saving his life. As they surmised he was completely penniless and dependent, the only option available to consider was joining their ranks in order to work off his deliberately high debt. Thus, having nowhere to go and knowing he would at least be useful here, he obliged... exactly as planned.
[break][break]Since that day, years stacked upon years of working in the name of Team Rocket, not straying far from what he did previously with his parent, still never to be found. Only recently has Faiz been given the directive to venture to Lyeant, so he could sleuth for information and establish a foothold for Team Rocket's presumably eventual upheaval while the region rebuilds. The best position to do so, he felt, would be by aligning himself with Parallax, not just for reconnaissance on their acclaimed defense stratagems, but to exploit their resources as well. Anxieties stir from within, as it is a long-term mission he is unused to executing.
[break][break]All he has is the hope that he will find what he is looking for in these war-torn lands, but perhaps what he may find instead, is something he didn't know he wanted.
FANG SNAKE POKEMON
Visually speaking, Faiz does not express many characteristics that could blatantly label him as a seviper gijinka, outside of, perhaps, his coloration and stereotypically serpentine personality. But there are subtleties that remain to supplement the suggestion were one to take a closer look at his features, such as the slightly slitted pupils of his sanguine eyes, or the razor sharp fangs in lieu of his cuspids.
[break][break]Beyond appearances, his physical aptitude resembles a snake's, boasting exceptional reflexes, pliability, and the frightening capacity to switch from a relaxed state into action without so much of a warning. As with any gijinka, his brawn is nothing to sneeze at, but his grip strength in particular is formidable in its own right, and once he has a hold on something or someone, oftentimes the only escape is of his own accord (that is, without any interference).
[break][break]For the light-stomached, he fortunately does not literally shed skin as his natural ability permits, but he is considerably more resistant to ailments against his health, and can recover from them faster than even the average gijinka. One of his most sought-after capabilities is, of course, the lethal venom he can produce, which primarily induces pain and paralysis (the amount varying depending on how much is used), but can become fatal in large or repeated doses.
ETCETERA
◆ Stands at about 5'6" (168cm), which is... underwhelming compared to his respective pokemon. [break]◆ His right arm and left leg are heavy duty prosthetics (presumably for combative purposes). Following the poaching incident and recovery in which he lost them, he learned ambidexterity as his dominant hand was on the mend. [break]◆ He does not name his pokemon. To avoid confusion with others' pokemon (though he surely would not object if they accidentally listened to him), he sometimes refers to them by entry number in the national pokedex instead of species. [break]◆ Most, if not all, of his pokemon have been poached in some way or form, from people or otherwise. [break]◆ Doublade is the only member of his team who he hatched and raised as his very first owned pokemon, but in ironic succession, trained it in a similar manner to himself—while normal honedge are reported to drain the life of anyone who grabs it, Faiz conditioned it not to do so with him. Often coating its edges with poison, many find it reminiscent to a seviper's tail. [break]◆ Despite being stolen, Salazzle is his next oldest partner, and incidentally possibly the closest indirect window into Faiz's heart that one may get. [break]◆ Interestingly enough, is quite enthralled in and proficient with technology. His alias on or offline tends to be 5L, pronounced Faivel, a portmanteau of his name. [break]◆ He typically wears an eyepatch during hunts or missions, which is actually a modified device that has functions similar to the poketch or c-gear.
